ORAL ANSWERS TO QUESTIONS

2. LESOTHO’S ASSETS ABROAD.

Hon. Senator M.M. Moshoeshoe asked the Minister of Foreign Affairs to shed light to the Senate on the following:

  • How many missions does Lesotho have across the world?
  • How many assets (both property and investments) does Lesotho have across the world in terms of residential houses, rental houses, sites and other forms of investments?
  • How many of those have been sold or are in the process of being sold in the past ten years till now?
  • Are the leases or official documents of ownership of these assets in the possession of the Government; and
  • How many of them have been renovated and rented out and how many are lying idle and deteriorating?

HON. H.J. SETS’ABI (Deputy Minister of Foreign Affairs):  Kea leboha.  Ke u hlomphe, ‘M’e President, le Litho tse Khabane.  Naha ea Lesotho e na le li-mission tse 16 lefats’eng ka bophara le Consulate tse 4 tse based in the Republic of South Africa.

Ho feta mono, re na le 5 residential properties in New York and …, 3 in Washington, that is residential places, 3 London, 2 Rome and 1 in Berlin, 5 Brussels, 3 Beijing and 23 residential houses in the Republic of South Africa plus 7 Natal rented out.

Ke hle ke hlalose tsena tse_ke ile ka utloa lentsoe ‘dilapidated’.  Tsena tse 5 in South Africa ha li maemong a matle ho hang, 6 of them, li ile tsa rekoa linakong tsane tsa pele moo e neng e le litoropo tse kholo, joale ha e sa le litoropo tse kholo, kapa tse hantle.

HON. H.J. SETS’ABI:  Kea leboha, Mohlomphehi Mookameli.  Ke kopa ho araba taba ea hore na ‘Muso o etsa’ng ho etsa address litaba tsa lithepa tsena tseo ho bonahalang li se li khathetse.  Ke hlalositse hore meaho eane e 6, Setho se Khabane, re entse study, ‘me khothaletso ke hore e rekisoe.  Ke be ke hlalosetse Ntlo e Khabane hore, ke ho re ke ba fe sets’oants’o feela sa hore na ke property tsa mofuta ofe.  Ho tla be ho entsoe meaho ena e meholo ea bolulo, joale ebe re fihla re reka apartment tse peli tse tharo mono, joale ha e hlaha mona e se eka re na le House No. mang-mang, ha u re u’a fihla, ua ikisa u fumane hore ho thoe ke ka Lesotho ka mono le ka mane le ka mane.

A mang a ‘ona a robehetse liofising mono, joale e ntse e etsa rent mono moo e lutseng teng, ‘me khothaletso eo re neng re e entse ke hore ho na le hore a ‘ne a re etse charge, re lumelloe ho a etsa dispose-off kaofela hoa ‘ona.

Ke tla ho ena, ‘M’e, ea reducing the cost ka ho fokotsa the Missions or_ kea kholoa ntho eo re mpang re e lekile ho e etsa ke ho leka ka litsela tsohle ho etsa appoint batho bao re nahanang hore ba na le litsebo.  Re ee re qetelle re ntse re oela moo re sa eletsaneng, re be re tl’o fihla mona moo ntho ea 10 years e ntseng e etsa drag, hobane re sa sheba hore na ha re isana re isana joang.

Empa in terms of reducing the Missions for now, the first study ke ho sheba hore na are we doing enough moo re leng teng, hobane re tla tloha re tlosa Mission, oo ona moo o lutseng o le strategic, but oo re behileng batho ba sa rupellehang ho lekana hore… Joale first… tabeng eno ke ho sheba pele hore na are we doing enough, ‘me re e entse introduce ka ho…re e leka ka hore re entse introduce Performance Appraisal System ho li-Mission… e le ho re e tle e re ha re re, mona ha re na potential, e be e le hore ke hobane re re teng re lekile ntho e ‘ngoe le e ‘ngoe, but nothing is…, ho na le hore re tle re e’o tlosa Mission moo ha e le hantle, e leng rona ba ntseng ba sa batle letho, kapa re sa sebetse letho, ebe re re mono ha ho na thuso, empa ho n’o ka ba le thuso.

HON. SENATOR S.B. SEEISO: ‘M’e Madam President, kea leboha.  Ke ne ke kopa hore, Ntate ha a tla chechelle morao, a tsebe hoa batlisisa, e tle e re mohlomong ka Potso atle a iketse avail hape with some texts ad hints. Na, Ntate, o hlokometse, hobane mohlomong motho you are speaking from experience of some sort having been out there.  Ehlile Ntate o bua ‘nete hore likhoqetsane tsa litsamaiso tsa disposing off of properties or vehicles or whatever takes forever, moo u fumanang hore matlo ano ebang residential kapa it is the High Commissioners’ or the Counsulars’ are residents, or the…u fumane hore ehlile is infested with rodents.  Forever the City Council of Westminster was on our case re le London, hore joale thepa, basement is infested with rodents and our neighbours were complaining ka lebaka la hore feela joale thepa e lutse mono. Sofa e neng e le teng ka nako ea bo-Ntate ‘Mabathoana (May His Soul Rest in Peace), joale mabaka a hana hore re e etse dispose-off, let alone makoloi.

Empa he ke rata hore na, na do we have specifically have a time when we can are talking about other down scaling issues, rationalizing or whatever we may think of doing in terms of deployment, not only in terms of the physical deployment ea hore na re e’o beha li-embassy kae, but the human capital, na re beha batho ba mofuta ofe?.  Do we have now, in place, a foreign policy that will then guide a strategic plan e tla etsa hore when you deploy or when you are thinking about retaining the mission e London, u tseba hore na London, strategically, e mono ka mabaka afe?.  Not just historical, ha re re re Kuwait, re Kuwait hobane’ng?.

Ha ke etsa another specific example, in EU do we have people personnel who that are geared towards multi-lateral negotiations or appreciation of multi-lateralism, ba tla tseba hore ha ba ile liphuthehong ba utloisise hore na multi-lateral discussions and negotiations li eme joang na, kapa re isa Nkhono ‘Makholu hobane feela, che, a ile a ema ka pele laeneng a haila hantle, joale e se ele eena head of mission kapa e se ele motlatsi oa head of mission?.

That has been the practice for too long and that is why our missions are not performing, because we do no’t sendet the best that we have. that Wwe send people because for reasons; that Ntate Sets’abi uoo li tsebang, ha ke batle ho kena ho tsona, empa ke ne ke re if we do have that strategic plan, or if we have the foreign policy set out properly, it will form our strategic plan, and thus your deployment will be guided as much as possible ka litaba tseno.

Ke ne ke re na litaba tseno li teng, mohlomong, haeba Letona le ntse le ikeletsa kapa Lekala le ikeletsa, le ka ‘na la re mema those who are willing to come to the table to leand our rusty experiences joale e le hore ha ho uoa pele re be re tseba hore na what happened and what is happening now or what can be improved going forward na.?

HON. H.J. SETS’ABI:  Kea leboha, ‘M’e Mookameli.  Boholo ba lipotso tsa Setho se Khabane Morena Seeiso ha e le hantle ke utloa e le boeletsi le botataisi.

My take personally, Morena oa ka, ehlile ke ho re some of the visits to the Mmissions should include or we should invite batho ba kileng ba ba li-missioneng tseno, not only ba kileng ba ba mono, ba kileng ba bonahala ba sebetsa hantle libakeng tse itseng, ere ha ho uoa re ee le bona ba ‘ne ba e’o supa tsela mona le mane.

HON. SENATOR S.B. SEEISO:  Eno ke e chaella monoana hobane nka ‘na ka khutlela mono…  Ke kopa ke fe Letona le Khabane again, ke maele a bopiloeng ka mokhoa oa potso hobane kea bona potso, amongst otherunder things, the bottom line ke hore na where do we rationalize in terms of investments and costs, saving where possible.

Ke etsa mohlala o specific, hase London feela, na Letona la ka le Khabane, is he aware that, for example, London ha Letona ebang ke la Machabeng, Metsi le a mang, a fihla mono, ebe joale Lekala le tsebisa ba London hore a etsetsoe bookeloe into the VIP lounge.  Is he aware that, on entry to the VIP lounge in London, in 2011, it was 800 Pounds to enter into that VIP lounge, on exit, it is another 800 Pounds to exit that VIP lounge?

Na Letona ebe le etse hloko hore ka VIP lounge ea London le tse ling tse ngata, u noa coffee e babang ka li-biscuits tse bolileng, whereas opposed to if a Minister is always travelling ka 1st Class ticket, the person assigned to do diplomatic assignments in that Mmission, a ka nka Letona through another channel, a e’o mo isa to the lounge ea sefofane seno.

Ha re etsa mohlala, Letona Ntate Sets’abi is travelling to Eemirates – the Eemirates lounge is the best, a ka ba a fumana le shower le massage ka mono, eo a sa tl’o e fumana ka 1600 Pounds eane e ka mane ka ho VIP lounge, eo qetellong Mmission oa London o seng o etsa reconcile, u tla fumana London Mmission e le bokhubelung ka hore joale Matona a fetile, and the Ministry has dictated hore joale ba e’o kena aka VIP lounge.

Ke ne ke mpa feela ke re na Letona le Khabane is he aware of such a dilemma to the Mmissions and trying to rationalize and apportion, and systematically getting to a system where we allow ourselves to minimize unnecessary costs because a 1st Class ticket in itself, e se e nts’e ele turu, now on top of that, you are adding another 800 Pounds in and out which is 800*2.  Joale ke re na Letona le Khabane is he aware of such things?.

Ke ne ke mpa feela ke e hlahisa ke re Letona ha le re memme, kapa ha le ntse le bua ka tse ling tsa ho hlahloba kahare hore re thusana joang kapa re ba thusa joang hore Letona le be leaan – leaan does not mean weak but ke batla Letona le be lean andbut mean in performance.

Hase London feela, empa hohle moo ho nang le VIP lounges… Ma-America ha a na eona, a na le system ea bona, German was complaining by the same thing, Tokiyo was complaining by about the same thing, every lounge used e na le charge ea eona.

Haufinyane le South Africa ba tl’o re batla charge kea kholoa, haeba e se e ntse e se teng.  Every time you are going to a VIP lounge…it was 800 Pounds.  This was in 2011 ha ke ne ke tloha London.  Re nahane feela hore na how many ins and outs have been there since then, and by how much if have the prices been then escalated now the prices na?

HON. H.J. SETS’ABI:  Kea leboha, Mookameli.  Setho se Khabane, ke ile ka hlokomela taba ena ea VIP lounges, and apparently ke ne ke e hlokomelisoa ke an Officer from Finance Ministry to saying, ‘Minister, don’t you think you are wasting too much money on theise lounges?!’  Joale ka ho re ke ne ke itloaelletse Eemirates lounges, ke ne ke sa utloe hore na o bua ka’ng.  But then, ke e ‘ngoe ea lintho tse sa hlokeng le beke hore li etsoe review, li ntse li le within matla a Lekala hore re ka li hlahlobisisa.
