RESPONSIBLE TO CHIEF ACCOUNTING OFFICER

MAIN PURPOSE OF THE JOB

To facilitate proper implementation of procurement policies on acquisition of goods and services

MAIN DUTIES

  1. Coordinates the consolidation on Procurement Statistics

1.1 Directs the maintenance of procurement records and filing standards.

I .2 Develops and evaluates procurement data base.

1.3 Consolidates quarterly reports on procurement contracts.

I .4 Provides guidance to procurement entities on the compilation and maintenance of procurement records.

1.5 Devises appropriate reporting mechanisms for all procurement entities.

1.6 Consolidates and updates data to avail the information to the Chief Accounting Officer and Procurement Policy and Advisory Division.

I .7 Provides information to answer Parliamentary or similar enquiries on PPAD sphere of activity.

  • Monitors the implementation of procurement standards and best practice
    • Initiates and provides the guidelines to procurement entities on

Developing clear specifications for acquisition of materials and services.

  • Prides expert advice, consultation, and support on all procurement Matters to all procurement entities.
    • Liaises with the Ministry of Trade and Industry on standards and Quality assurance.
    • Monitors and evaluates performance of procurement entities with

Regard to set standards.

  • Manages and co-ordinates the activities of the unit
    • Approves individual work plans for effective performance

Management.

  • Supervises staff in the unit to ensure that duties are done in line with the Department’s objectives.
    • Appraises subordinate staff to assess performance.
    • Designs in-house training and orientation programs for staff.

JOB SPECIFICATION

Education and Training

Master’s degree in Purchasing and Supply Chain Management with at least two (2) years working experience as a Procurement Officer.

OR

Master’s Degree in Business Management/Administration/BABE/BCOMM

Management/Marketing with at least (3) years working experience in procurement at the level of Procurement Officer plus Advanced Diploma in

Purchasing and Supply

OR

Bachelor’s Degree in Purchasing and Supply with atleast four (4) years working experience as a Procurement Officer.

OR

Bachelor’s Degree in Business

Management/Administration/BABE/BCOMM Management/Marketing plus

Advanced Diploma in Purchasing and Supply with at;east five (5) years working experience in procurement work at the level of Procurement

Officer.

Membership of any relevant professional body in procurement and supply chain management shall be an added advantage.

Other Relevant Knowledge

Knowledge of the Public Service Rules and Regulations.

Knowledge of Financial and Procurement Regulations.

RESPONSIBILITY

For the work of others

The task requires responsibility for control of expenditure and maintenance of data base for all government assets.

For safety of others

This factor is minimal

For effect of errors.

The task requires responsibility to utilize expenditures in accordance with financial rules and regulations as well as approving divisional annual work plans.

Problems solving

The task requires proven skills and ability to solve staff problems, complains from the business community and procurement entities I the line ministries and districts.

Supervision received

The incumbent is accountable to Chief Accounting Officer and is guided by Lesotho constitution, Public Service Act and associated regulations and Procurement.

Change management

The task requires a proven ability to champion, inspire and deliver change and continuous improvement in a results focused environment.

Knowledge management

The incumbent is to ensure that knowledge and information is recorded, shared, and utilized to the benefit of all.

Dexterity

This is considered minimal.

Contacts

Makes regular contacts with all ministries, Accountant General Officer, Central Bank of Lesotho, Chief Internal Auditor, Business Community, Financial Institutions and the public on daily basis.

Mental effort

The job requires very high mental effort when verifying figures, conflict resolutions among staff members.

Physical effort

This is considered minimal

Emotion effort

The job requires the incumbent to be able to solve work-related problems amongst staff members as well as the public.

Unfavorable working conditions This is considered minimal.

Hanzards

This is considered minimal.
