MINISTER OF FINANCE AND DEVELOPMENT PLANNING TABLES BEFORE THE HONOURABLE HOUSE APPROPRIATION BILL 2025/2026 OF 2025 AND MAKES A PLEA THAT IT BE READ FOR THE SECOND AND THIRD TIME AND PASS

On the 28th March 2025, Honorable Minister of Finance and Development Planning, Dr. Rets’elisitsoe Matlanyane presented before the House of Senate appropriation Bill 2025/2026 of 2025, of which she made a plea to the honorable House that an amount of M28, 200, 758.00 be allocated. The Bill was read for the second and third time and passed by the House.  The government has allocated funds for disaster response and recognized the challenges posed by climate change, impacting the Lesotho’s economic progress.

Dr. Matlanyane further indicated the importance of private sector in driving economic growth in Lesotho,such as Lesotho Highlands Water Project (LHWP) and others. She also indicated that Millennium Challenge Cooperation and Lesotho Highlands Water projects are the main focus in improving the country’s economy. She further said that Lesotho and South Africa are in re-negotiations regarding water royalties and management of shared water resources.

Dr. Matlanyane also indicated that, Lesotho is facing high rate of youth unemployment so the government will explore strategies to combat unemployment particularly focusing on job creation. Moreover, she said that, there are concerns regarding the high wage bill which may affect and impact the fiscal management and economic growth.

The Right Honorable Prime Minister Hon. Ntsokoane Matekane put more emphasis on the issues laid by Dr Matlanyane when she presented the Appropriation Bill 2025/2026 of 2025. The Right Honourable Prime minister Mr. Matekane indicated that there shall be a huge development in the infrastructure which will help in the delivery of health supplies around the country. He mentioned that the people who are going to help the country with relevant technology (Zip Line) have been in the country and explained how the infrastructure is going to operate. He also indicated that clinics will order medication via emails and be delivered by Zip line or the use of drones to where they are needed, thus limiting the usage of health vehicles. With this note, he gave a vote of thanks.
