121.         REGISTRATION AND CO-ORDINATION OF WOMEN’S ORGANIZATIONS IN THE COUNTRY

HON.SENATOR M. MOKHATHALI asked the Minister of Social Development, Youth and Gender to enlighten the House on the current status of women’s organizations in Lesotho.  Specifically:

  • How many womens organizations are currently registered with the Ministry;
  • Is there an established mechanism to co-ordinate these organizations to align activities with National Gender Policy;
  • Is the Ministry continuously creating platforms for dialogues among these organizations at national and district level;
  • Are there any programmes within the Ministry that are aimed to train them on governance, finance, compliance and management; and,
  • In terms of resource mobilization, what kind of financial, technical or capacity building support does the Ministry provide to registered women’s organizations?  Also, is the Ministry playing any active role in helping these organizations to access donor funding.

HON. P. LESAOANA:  Kea leboha, Mohlomphehi.  Che, ke tle ke ikopele ts’oarelo, Potso ena ke bona Karabo ea eona e ngotsoe ka Sekhooa.  Eona e re, no women’s organizations are currently registered in the Ministry because there are no mechanisms set up in the Ministry that register them.  The Ministry works with organizations registered with the Law Office.

There are currently three co-ordination mechanisms, the anti-GBV forum, and the economic empowerment forum and women peace and security network, and also there are arrangements to establish a gender co-ordination mechanism which will comprise of the above three forums.

Yes, through national campaigns such as international women’s day, 16 days of activism against gender-based violence, district dialogues are also held through women’s and men’s forums and community levels such as pitiki and public gatherings.

There is no specific programmes per say, but there are initiatives that address issues of governance, financial inclusion and economic empowerment as well as GBV prevention and management.  For example, the economic empowerment section capacitates them on financial inclusion and digital upscaling.  Political empowerment train them on issues of governance including gender parity.

The Ministry does not usually provide financial support but provides technical and capacity building support through trainings and workshops.  There are modules on entrepreneurial skills, market and research including resource mobilization.

The Ministry currently assists organizations to access donor funds by providing them with endorsement letters to indicate partnership and collaboration with Government.
